El Senado aprobó el miércoles en Cheyenne un proyecto de ley por el que se recortan los impuestos a las empresas petroleras y gasísticas en su tercer y cuarto año de producción.
El expediente 98 del Senado pretende ser un incentivo, dijo el senador Eli Bebout, republicano de Riverton. Espera que atraiga más actividad de perforación al Estado en un momento en que se necesitan más plataformas para aumentar los ingresos y el empleo. Otros cuestionan la lógica, argumentando que los recortes fiscales no fomentarán el interés de las empresas por perforar en Wyoming, sino que reducirán los ingresos del Estado.
El proyecto superó la tercera lectura con 17 votos a favor y 13 en contra. SF 98 se dirige ahora a la Cámara.
La producción de petróleo, sobre todo con pozos horizontales, comienza con una descarga y declina rápidamente. Las empresas seguirían estando obligadas a pagar impuestos por los años más intensos de la vida de un pozo, pero recibirían una exención fiscal de dos años cuando el pozo empezara a rendir menos.
Bruce Hinchey, presidente de la Asociación Petrolera de Wyoming, dijo que es probable que los operadores perforen más con la rebaja fiscal. Se lo han dicho.
Pero lo que el impuesto contribuye a hacer, en opinión de Hinchey, es equiparar a Wyoming con Colorado, donde la producción supera a la del Estado de los Vaqueros.
El coste relativamente bajo de las perforaciones en el norte de Colorado ha atraído las operaciones hacia el sur, afirmó.
“Sin duda nos sitúa, no en igualdad de condiciones, pero sí más cerca de Colorado”, afirmó.
Otros están seguros de que la desgravación fiscal no hace más que dar a las empresas un almuerzo gratis.
Sarah Gorin, ex presidenta de la junta directiva del Equality State Policy Center, afirmó que la exención está demasiado lejos como para afectar a la decisión de inversión de las empresas.
“La idea de que de algún modo un productor va a tomar una decisión basada en una desgravación fiscal en el tercer y cuarto año de producción es fantasiosa”, dijo en un correo electrónico. Gorin se refirió a un estudio de la Universidad de Wyoming encargado por la Asamblea Legislativa y publicado en 2001, según el cual no era probable que las reducciones fiscales para la industria aumentaran la producción.
“La producción de petróleo es muy inelástica con respecto a los cambios en los impuestos sobre la producción”, afirma el estudio.
Hinchey, de la Asociación del Petróleo, dijo que es difícil estimar el beneficio que la exención fiscal supondría para Wyoming. Pero el reflujo de nuevos pozos en el estado es un problema que sigue haciendo bajar los volúmenes de producción.
“Necesitamos más plataformas y más gente perforando”, afirmó Hinchey. “Aceptaré cualquier cosa que pueda conseguir para intentar que aumente. Más plataformas y más pozos significan más ingresos para el Estado y los condados”.
